Web Design Agency Cost: What You Pay, and What the Quote Leaves Out
An agency quote reads like a final price. It is a starting price. That is not a criticism of agencies, it is how the model works: a project has a start and an end, and a website does not.
This guide covers both halves: what an agency charges for the build and how the price is put together, and what follows after launch. For every running cost broken out on its own, see How much does a website cost per month.
Key takeaways
- Agencies typically bill $100 to $150 an hour. Freelancers are often around $75.
- A small custom business site from an agency costs $8,000 to $25,000.
- Design and development make up most of the quote. Copywriting is often not included at all.
- Hosting, maintenance, changes and a later redesign are rarely part of the price.
- Over five years, those follow-on costs usually exceed the original build.
The hourly rate behind every quote
Nearly every agency quote is an hourly rate multiplied by an estimate, even when it arrives as a fixed price.
- Freelancers: around $75 an hour is typical, with a wide range from $30 to $200
- Agencies: most charge $100 to $150 an hour; specialist firms go well beyond
Why is an agency hour so much more than a designer's pay? The US Bureau of Labor Statistics puts the median pay of web developers and digital designers at $45.85 an hour in 2024. The gap to the billed rate covers everything around the work: project management, account management, sales, office, software, and the hours nobody can bill.
Typical project prices in 2026
| Project | Who builds it | Price |
|---|---|---|
| Simple site on a template | Freelancer | $500–5,000 |
| Small custom business site | Agency | $8,000–25,000 |
| Mid-size site, more pages and features | Agency | $25,000–50,000 |
| Large or complex site | Agency | $50,000–100,000+ |
If you are weighing a pre-built template against a fully custom design, that choice alone moves the price by a factor of three or more. We compare the two in Custom website vs template. Building in the UK or Ireland? Prices and rules differ, see How much does a website cost in the UK and How much does a website cost in Ireland.
What the quote is made of
A $12,000 quote for a small business site typically splits roughly like this:
- Strategy and structure (workshops, sitemap, content plan): 15 to 20 percent
- Design (mockups, revision rounds, mobile layouts): 25 to 35 percent
- Development (theme, build, forms, integrations): 30 to 40 percent
- Content entry (loading text, preparing images): 10 to 15 percent
- Testing and launch: 5 to 10 percent
If the site will run on WordPress, the pool of people who can build it is bigger, and cheaper at the low end: Hiring someone to build a WordPress website.
Notice that writing the copy usually isn't on the list. You supply it, or it is billed separately, typically $100 to $300 per page.
What comes after launch, and is missing from the quote
- Hosting and licenses: $30 to $110 a month, depending on how many paid plugins went into the build. The full list: The real cost of a WordPress website.
- Maintenance plan: $50 to $500 a month for updates, backups and security. Details in What website maintenance really costs.
- Changes: billed hourly, often with a minimum. Four small changes a month at $100 to $150 an hour add up to $200 to $600.
- Redesign: after three to five years the site looks dated and the cycle starts again. What that costs: Website redesign cost.
The five-year math
A ten-page business site, run for five years, with four small changes a month:
| Cost | Agency, traditional | Managed service (ShiftPress) |
|---|---|---|
| Build | $10,000 | Free homepage rebuild, the rest quoted after |
| Hosting & licenses (60 months) | $4,200 | included |
| Maintenance plan (60 months) | $12,000 | included |
| Changes (240 of them) | $14,400 | included |
| Redesign after 4 years | $6,000 | not needed, changes flow in continuously |
| Five-year total | about $46,600 | €4,740–26,940 plus the move |
The range on the right is €79 to €449 a month over 60 months, billed in euros. On the smallest plan that is roughly a tenth of the traditional route. On the largest, which includes four written articles every month, it is still well below it. Moving your existing site across comes on top; we quote it after rebuilding your homepage for free.

See website care ↗When an agency is the right choice
This is not a case against agencies. There are clear cases where an agency is the right call:
- You need custom functionality, integrations with your own systems, or booking logic that doesn't exist off the shelf.
- You need a brand identity from scratch, not just a good website.
- You have someone in-house who will maintain the site after launch, so you only need the build.
- The project is big enough that months of strategy work pay for themselves.
If you simply want a good, current business website that someone looks after, a project model has you paying for structure you don't need. We compare both models in Web agency as a service vs a traditional agency.
Three questions for any agency quote
- What does a text change cost after launch, and is there a minimum charge? The answer decides your real running cost.
- Who owns what at the end? Domain, hosting account, code, design. If the answer is vague, read Do you own your website?
- What happens if I want to switch in two years? Do you take the site with you, or start over?

The bottom line
An agency's quote is the smaller half of the truth. The larger half is what you pay every month after launch, and the hourly rate at which every later change is billed.
